The programme office seems more administrative to me, so I doubt they would be responsible for the vision. I think it's either the programme manager or the senior responsible owner.

I remember a practice question where the senior responsible owner was mentioned as having a key role in vision setting. Could that be the answer?

I think the programme manager is the one who creates and communicates the vision, but I'm not completely sure.

I feel like the business change manager might be involved too, but I don't recall them being the main person for the vision.

Hmm, I'm a little unsure about this one. The change control board has a few different responsibilities, and I want to make sure I select the right one. Let me think this through carefully.

I remember learning about this in class, but I'm drawing a blank on the specifics. I'll try to reason through the options logically.
