I think the 'partner price' is the way to go. Keeps things simple and straightforward for the admins.

Definitely 'partner price'. Applying the regional multiplier to the list price wouldn't make sense, and the 'customer price' is probably a different calculation altogether.

The admin should configure the price action to update the 'partner price' field. That's the logical choice since the regional multiplier needs to be applied to the pricebook price.
