Option C is tempting, but I think the whole Scrum Team needs to be involved in Sprint planning. Can't have the Developers going rogue, you know?

I'm going with Option E. The Product Owner is responsible for prioritizing the Product Backlog, so they should have a say in what gets pulled into the Sprint.
