I think "New Card State" makes the most sense for creating cases.

If I recall correctly, the Active Card State is more about displaying existing cases rather than creating new ones, so it might not be the best fit.

I feel like we practiced a similar question, and I think the Blank Card State was mentioned as a way to start fresh, but I'm not confident.

I'm not entirely sure, but I think the Edit Mode State could also work since it lets users modify existing cases.
