I practiced a question about access reviews, and I think fallback reviewers only get involved if the primary reviewer doesn't respond. So, this might not solve the issue.

I feel like this might not meet the goal since Megan is still the main reviewer. Wouldn't the managers need to be primary reviewers instead?

I remember a similar question where we had to set up access reviews, and I think fallback reviewers just act as backups, not primary recipients.

I think adding each manager as a fallback reviewer could work, but I'm not entirely sure if it will redirect the reviews correctly.
