I agree with Desiree. The Contributor role for RG1 seems like the best option here. It's specific to the resource group, so SecAdmin1 won't have unnecessary access elsewhere.

I think the Contributor role for RG1 is the right choice. It limits access to just the virtual machines in that resource group.
