The DPO is there to advise and monitor, but the controller is the one who has to show they're doing everything by the book. Tough job, but someone's gotta do it.

I was torn between C and D, but I think D is the correct answer. The controller is the one who calls the shots on data processing, so they need to be able to prove they're following the rules.
