Why not just keep a few Windows XP VMs around for those legacy apps? Seems simpler than all this packaging stuff.

I'd suggest using ThinApp. It can virtualize the XP app and make it run on the Windows 10 VDI.

AppVolumes seems like the way to go here. It can package legacy apps for delivery to VDI desktops.
