B and E seem like the obvious choices here. The administrator needs to manage the content release and have the certificate admin powers in vRSLCM. Simple as that, no need to overcomplicate things.

I'm going with A and E. Gotta love those admin roles, they solve everything. Unless, of course, the administrator is a superhero in disguise, then they might need the Super Admin role in vRLI. Just a thought!
