I was a bit confused at first, but then I remembered that the ESXi Hypervisor is the component that acts as the resource manager for virtual machines. It's the virtual equivalent of a traditional OS.
The ESXi Hypervisor is responsible for scheduling resources for virtual machines, just like a traditional operating system does for physical applications. It's the heart of the vSphere infrastructure.
