I'm feeling option C on this one. Defining the market data sharing rules makes the most sense to me. Then the automation rules can take care of the lead assignments.

I disagree, I believe option B is better because assigning to a queue owned by Marketing users and using active assignment rules seems more efficient.

Option B is the way to go. Assign the leads to a queue that Marketing users own and let the assignment rules handle the rest. Easy peasy!
