I'm confident the permission set is the way to go here. It's the most targeted and efficient solution to grant the Managers the access they need without having to mess with the org-wide defaults or role hierarchy.

Hmm, I'm a bit unsure here. Would setting the organization-wide default for Accounts to Public Read Only also work? I'm not 100% sure if that would give the Managers the access they need.

Okay, let me think this through. I don't think configuring custom profiles for each Manager is the right approach, as that would be a lot of work to maintain.
