I'm going with C) CPU Affinity. It's the only option that directly addresses the CPU core usage, which is what the administrator needs to control. Time to put on my sysadmin hat!

Haha, imagine if the answer was D) Object Calculation Time Limit. That would be like trying to solve a CPU issue by limiting the time objects take to calculate. Clearly, C) CPU Affinity is the way to go here.

I was thinking B) CPU Throttle might be the right choice, but now I'm not so sure. The question is specific about not using all CPU cores, so C) seems like the better option.
