I'm not sure Dynamic Data Masking is the right choice here. It only masks the output, but the data is still stored in plain text in the database.

Always Encrypted seems like the perfect solution for the Credit Card rating requirement. It ensures the data is encrypted at rest and in motion, and only client applications can decrypt it.
