Hmm, I think A and D are the right answers. You gotta have those static routes for the EBGP peerings, and an IGP is usually a must-have. B and C are just too advanced for the underlay, in my opinion.

B is the key here. EBGP underlay needs that multipath multiple-as parameter to handle the load-balancing. C is also spot on - Route Reflection is super useful for the control plane in this scenario.

A and C are definitely correct. BGP is a great choice for the underlay, and Route Reflection can help with scalability. But D seems a bit off - I've seen EBGP underlays work just fine without an IGP.
