I'm feeling pretty confident about this one. Based on the information provided, I think option C is the most effective and cost-efficient solution. The two M-500s in HA for global management, combined with the two log collector-mode M-500s in APAC with 16TB of storage, should be able to handle the high log volume and retention requirements.
