I'm leaning towards the tornado diagram option. That would let Audrey see the relative importance and impact of the different stakeholder groups, both for and against the solution. But I'm not totally confident that's the best choice.

A stakeholder matrix is definitely the way to go here. It will allow Audrey to map out the key stakeholders, their positions, and their level of power over the solution. This will give her a clear visual to work with.
