Storing the image artifacts in a Cloud Storage bucket in the same region as the Cloud Run instance makes sense to me. Gotta keep those latencies low!

I agree, B seems like the best option here. Caching those Docker builds is gonna save us a ton of time. Plus, it's a pretty straightforward change to the build config.
