This is a tricky one, but I think the best option here is Platform as a Service (PaaS). With the IT department already stretched thin, they could benefit from offloading the infrastructure management tasks to a cloud-based platform. That way, they can focus on building and deploying applications rather than worrying about the underlying hardware and software.
