Wait, is the block difficulty affected by the 'tie' between blocks? I didn't realize Ethereum had a romantic side to it. Guess I better brush up on my Ethereum knowledge!
Relying on an Ethereum Committee to determine the block difficulty every two weeks seems a bit centralized. I wonder if that's really how it works in Ethereum.
B) The Block Difficulty is determined by the Ethereum Committee every fortnight to reflect the average amount of transaction and it cannot be influenced by the network itself.
The block difficulty increasing when the time between blocks is below 10 seconds and decreasing when it's above 20 seconds sounds like a reasonable way to adjust the difficulty. I'm curious to see if this is the correct answer.
