The other actions such as 'EC2:DescribeInstances' and 'EC2:DescribeVolumes' are not related to CloudWatch metrics and only provide the ability to describe EC2 instances and volumes. Actions such as 's3:GetObject' are not related to CloudWatch metrics, it's used to get an object from an S3 bucket.
