Okay, for this type of question, I'd focus on understanding the key goal - decreasing the speed of change. Based on that, I think C is the best choice since it's about directly modifying the change plan execution.

I think I'd go with C - modifying the change management plan execution. That seems like the most direct way to slow down the change if customers aren't ready.
