I'm pretty confident that the answer is D. Vehicle and Client. The question clearly states that the Car business element is assigned the Vehicle and Automobile categories, and the Client business element is assigned the Customer category. So the category filters that need to be assigned to the action rule are the Vehicle and Client categories.
