I think B is the way to go. Conducting a whole-building life-cycle assessment sounds like the most comprehensive approach to earning LEED certification. Who needs points when you've got that kind of data?
I'm pretty sure the correct answer is D. You need to meet all the prerequisites and earn a minimum number of points to get LEED certified. Anything less just won't cut it.
