I feel pretty confident about this one. The boycott provision is the critical issue, and I believe the law is clear that the U.S. bank can't reimburse the negotiating banks if it's aware of that provision, regardless of whether it has a copy of the full letter of credit.
This seems like a straightforward network issue. I'd start by checking the physical network connection and rebooting the server. If that doesn't work, then I'd look at the BIOS settings. Shouldn't be too hard to figure out.
I recall practicing questions where forensic methodology was discussed, but that seemed more focused on techniques rather than the whole process of resolution. My gut says A is the best choice.
