I remember that itil_admin had more privileges, but I can't remember if that's the only role that can delete changes. This is tricky!

I think the key here is that the virtual servers are eventually starting to respond, so the issue is likely a temporary one. My guess is that a floating self IP might be the solution, but I'll double-check the other options just to be sure.
