I'd say the task is in a bit of a 'location limbo' if it can't be scheduled. Option C sounds like the best way to handle that particular pickle.

Hmm, I'm a bit torn between B and C. But I think B makes more sense - the task should go back to pending dispatch if it can't be assigned right away. Keeps things organized.

Option C seems like the most logical choice. If the task can't be scheduled, it should be set to an unassigned state. Easy peasy!
