From what I studied, the Scrum of Scrums is more about collaboration and resolving dependencies, so I would go with A or C, but I'm not completely certain.

Okay, let's see. The burst-limit is supposed to set a limit on the maximum burst of packets, so statement A seems correct. And statement B about preventing packet drops also sounds right.
