From what I studied, the Scrum of Scrums is more about collaboration and resolving dependencies, so I would go with A or C, but I'm not completely certain.
I think they would definitely discuss actions that could impact other teams, so C seems like a strong option. But I'm a bit confused about whether A could also fit in there.
I remember that in our practice sessions, we talked about how Scrum of Scrums is meant to address cross-team issues, so I think A and C could be relevant.
