I'm a little confused by this question. The Scrum Master is supposed to help the team, but the options seem to be a bit extreme. I don't think the Scrum Master should resolve every single impediment, but they also shouldn't just let the team be completely autonomous. I'll have to re-read the Scrum guide to make sure I understand this properly.
