I'm not sure about option C, listing the element in the section of the data model. I think it might not be necessary for visibility in People Profile.

I think the prerequisites for a background element to be visible in People Profile are A) The element is added under Admin Center Configure People Profile and D) Permissions are granted under Admin Center Set User Permissions.
