Utilize a list view where lead status equals Qualified, by creating or modifying a list view on the Leads tab and adding a filter for Lead Status equals Qualified. Converted leads will have Qualified as their lead status and will be visible in the list view. Searching the Recent Records component on the homepage or using Data Import Wizard will not allow users to access converted leads for editing. I'm feeling a bit grizzly about this question, but Dependent Picklists seem like the right choice to tame those Case status changes.

Validation Rules could also be useful in preventing agents from reverting the Case back to a previous status.

Validation Rules could also work, but they might be a bit more complex to set up. Predefined Field Values and Global Value Picklists don't really address the need to prevent reverting the Case status.

I think Dependent Picklists would be the best choice here. That way, the agent can't accidentally select a status that's not allowed on the path.
