I’m not entirely sure, but I think double opt-in could reduce bounces since it confirms the email is valid before adding it to the list.

I feel pretty confident that a Workflow rule is the way to go here. That will allow us to automate the phone number deletion whenever the DoNotCall checkbox is checked, without requiring any additional user action.
