Option C is the way to go. Maintaining the data integration is a necessary hassle, but it's better than losing customer information or having a convoluted licensing scheme.

D) Enable Contactless User in all orgs and downgrade users from Experience Cloud license to External Identity license once users have moved out of that region.

I disagree. Deleting and deactivating records when a user moves regions is a terrible idea. That would just create a mess of data and lead to a poor customer experience.

Merging the orgs seems like the most efficient solution to me. Maintaining three separate copies of the same customer data is just a waste of resources.
