Haha, I love the 'Contactless User' option! That's a real 'out of the box' thinking. I wonder if they also have a 'Invisible User' license for when customers want to go completely off the grid.

I disagree. Deleting and deactivating records when a user moves regions is a terrible idea. That would just create a mess of data and lead to a poor customer experience.

I see your point, but I believe enabling Contactless User and downgrading users from Experience Cloud license could also be a good solution.

Merging the orgs seems like the most efficient solution to me. Maintaining three separate copies of the same customer data is just a waste of resources.
