I'm pretty sure it's A and B. Admins and 'manage' users should have that capability.

I'm not sure, but I think a user with the 'deploy' permission might be able to remove the application as well.

Hmm, I think it's A and B. Admins should be able to remove apps, and users with 'manage' permissions seem like a logical choice too.
