Okay, I think I've got this. The key is that the virtual machines in VNET1 need to be able to communicate with the VMs in VNET2 using the Microsoft backbone, and they also need to access the storage accounts and Azure AD. So the minimum number of service endpoints I would add to VNET1 is 3.
