I think building automation to automatically populate the correct Price Book on the Renewal Quote could also be a good solution to avoid future issues.

Hmm, if there's no Opportunity or Quote associated with the Contract, how would I be able to populate the Opportunity or Quote Price Book ID field? I'm going with option B.

I think option B is the correct answer. Populating the Renewal Pricebook ID field on the Contract should resolve the issue of the incorrect Price Book on the Renewal Opportunity and Quote.
