Process Builder, option D, could also be a solution here. I could set up a process to check for the presence of a phone number or email and take an action if one is not provided. Might be a bit more complex than the other options, but could work.

Okay, I know JDeveloper is an Oracle tool, so that's likely one of the supported IDEs. As for the other, I'm guessing it's probably Eclipse since that's a popular Java IDE.
