I think option D is the way to go. Adding a Localizable custom preference to the SitePreference system object type would allow the merchant to configure the certification logos per site, and the site can just pull the right one based on the customer's location. Seems like the most flexible solution.

I'm not sure why we wouldn't just use a localizable custom attribute on the Certificate system object type. That way, the merchant can associate the correct certificate with each product, regardless of the site.
