Field History could show changes to specific records, but I don't think it tracks all changes across the org. I feel like Setup Audit Trail is the way to go.

I remember practicing a question like this, and I think the Dev Console is more for debugging rather than tracking changes. So, it might not be the best option here.

Okay, I think I've got it. The Intrusion Prevention Protection Module is used to monitor and control network traffic, so it would be used for application traffic control. I'm confident that C is the right answer.
