I remember discussing risk responses in class. If they want to ensure the windows are done on time, it seems like they’re trying to mitigate the risk by finding someone else.

I’m a bit confused. Wouldn’t transference be more about shifting the risk to another party? I don’t think that applies here since they just want a different supplier.
