I think C) Plan Scope Management is the way to go. Gotta account for all those pesky external factors when planning how to manage the scope. Can't just ignore the 'enterprise' part, ya know?

B) Define Scope. Duh! The enterprise environment is the context we use to figure out what the project is all about. Can't define the scope without that info.
