PECB ISO-9001-Lead-Auditor Exam - Topic 1 Question 1 Discussion

Actual exam question for PECB's ISO-9001-Lead-Auditor exam
Question #: 1
Topic #: 1
[All ISO-9001-Lead-Auditor Questions]

You are conducting a Stage 1 audit at an organisation that services refrigeration equipment for a large customer base.

The scope of certification is "Provision of refrigeration equipment maintenance and repair services". You are interviewing

the Managing Director to learn more about the organisation and to explore how the requirements for policy, objectives,

and risks and opportunities in ISO 9001 are addressed.

The Managing Director explains that they only use sub-contract refrigeration engineers and do not have any full-time

refrigeration engineers, which helps to optimise overhead costs. The full-time staff employed are essentially a small team

of office staff who process customer enquiries, schedule jobs and process invoices.

The Managing Director adds that the ISO 9001 requirements for competence of personnel extends to both sub-contract

and full-time staff. He also states that the full-time staff are aware of the Quality Policy, objectives and plans to address

risk and opportunities.

You ask if the sub-contract engineers have been informed of the Quality Policy, objectives and plans to address risks and

opportunities, to which the Managing Director replies that this is not applicable as they only use sub-contractors who

operate ISO 9001 certificated quality management systems. The documented information provided to the auditor

confirms this.

Which clause in ISO 9001 is most likely not to have been fulfilled in this instance?

Not sure if relying on sub-contractors alone is a good strategy.

7.2 Competence is covered since they use certified sub-contractors.

I’m surprised they think it’s not applicable. Isn’t awareness key?

Totally agree, the sub-contractors need to know the Quality Policy too!

Sounds like they might be missing out on 7.3 Awareness.

I practiced a similar question, and I think it was about awareness too. So, I would lean towards 7.3 Awareness as the likely issue here.

I feel like this situation might relate to 7.4 Communication. If the sub-contractors aren't informed, that could be a communication gap.

I'm not entirely sure, but I remember something about competence being crucial. Could it be 7.2 Competence instead?

I think the clause that might not be fulfilled is 7.3 Awareness. The sub-contractors need to be aware of the Quality Policy and objectives, right?

This is a good test of understanding the ISO 9001 requirements. I'll make sure to review the clauses on competence, awareness, communication, and documented information to determine the most likely issue.

Hmm, the Managing Director said the sub-contractors have their own ISO 9001 systems, so I'm not sure which clause would be an issue here. I'll have to think this through.

This seems like a tricky one. I'll need to carefully review the information about the sub-contractors and how the organization is addressing the ISO 9001 requirements.

Okay, the key seems to be that the sub-contractors were not informed of the organization's quality policy, objectives, and risk/opportunity plans. I think the answer is 7.3 Awareness.

This seems like a straightforward question about the flexibility of COBIT. I think I can handle this one - the key is understanding how the design factors allow enterprises to tailor the framework to their specific needs.

This is a tricky one. I'm not super familiar with Knowledge Article management, so I'll need to think through the different options and how they might work. I'll make sure to read the question closely and consider each answer carefully.

Ah, I think I remember learning about this in class. Homomorphic encryption, that's the one! It's an experimental tech that could let you work with encrypted data without having to decrypt it first. Definitely going to focus on that in my answer.

Candidate 2: So it could be a combination of both clauses that are not fulfilled in this instance.

Candidate 3: I believe it could also be clause 7.2 Competence, as the sub-contract engineers may not be competent in the specific requirements of the organisation.

Haha, yeah, that's a good way to put it. Though, to be fair, the Managing Director did at least try to cover his bases by saying the subcontractors have their own ISO 9001 systems. But that's clearly not enough. This is going to be a tough one for them to explain to the auditor.

I agree with you there. The Managing Director mentioned that the full-time staff are aware of the Quality Policy and other key requirements, but he didn't say anything about the sub-contractors being aware of them. That seems like a big oversight.

Hmm, this is an interesting question. It really gets to the heart of some key requirements in ISO 9001. I suspect the clause that's most likely not fulfilled is B) 7.3 Awareness.
