Option C sounds promising to me. Nesting the author data within the book table is probably the most denormalized approach, which could lead to faster queries on the author information.
This seems like a common networking issue. I'd start by checking the routing tables and firewall rules on both VNets to ensure there are no conflicts or blockers. Reinstalling the VPN client might help, but I'd want to investigate the underlying problem first.
