From what I recall, rebooting is often necessary for the new settings to take effect, so I would go with True.

Ugh, I hate questions about safety-critical systems. There's just so much technical jargon and regulatory stuff to keep track of. I'll do my best to reason through this, but I'm not feeling super great about it.

This seems like a classic case of overfitting. The high RMSE on the train set compared to the test set is a clear indicator of that. I'd definitely go with C and try out some regularization techniques to see if that helps improve the model's performance on the train set.
