Alerts could work too, but I'm not sure if external users would have the ability to set up alerts. Comments feel like the simplest and most accessible option for all the different user groups.

Hmm, this is a tricky one. I'm not sure if subscriptions would work since that's more for scheduled report delivery. And chat in Teams might not be the best option since we want all users to be able to see the issues that are reported.
