D seems like the easiest solution, but I'm not sure if that's the best way to handle the requirement. Might be better to go with C to be on the safe side.

I think option C is the way to go. Blocking the dimension combination between Salesperson and Region seems like the most straightforward approach to enforcing the restrictions.
