I definitely think User1 can view file shares, but I’m not sure if they can assign roles to User2. That seems like a higher-level permission.

I remember a similar question where we had to determine permissions based on roles. I feel like uploading blob data might be an option too, but I can't recall the exact roles.

I think User1 can view blob data since they have the Blob Data Reader role, but I'm not sure about modifying the firewall.

I think A is the way to go here. The VMware Compatibility Guide will have the most up-to-date and authoritative information on which guest OSes are supported. The other options don't seem as reliable.
