Ah, the age-old question of who's a stakeholder and who's a user. It's like the chicken and the egg - which came first, the website or the people who use it? I say we just throw the whole thing out and start over with a rental service that runs on carrier pigeons and tin cans.

The call centre employee and the customer are definitely users, but I'm not so sure about the trainer. I mean, they're teaching others how to use the website, but are they actually using it themselves?

I think the designer and the accounts administrator are the two stakeholders that are not users of the car rental website. The designer is responsible for the interface design, but doesn't actually use the website itself.
