I vaguely recall that the top-down approach might be more strategic, but I’m not entirely sure how that applies to identifying current state problems.

I feel like external drivers could also highlight problems, but I'm not confident if that's the main focus for a BA.

Ah, I see what they're getting at. Loose coupling means services shouldn't depend on each other, so a shared security policy would create a tight coupling. I'm feeling pretty good about this one.
