Hmm, the Organizational Breakdown Structure is more about the organizational hierarchy, not resource allocation. Pareto charts are for analyzing data, not project resources. I'm going with the Resource Breakdown Structure on this one.
Gantt charts are great for visualizing project timelines, but they don't really focus on resource allocation, so I don't think that's the right answer.
The Resource Breakdown Structure seems like the obvious choice here. It allows you to organize resources by project phase or other attributes, which is exactly what the question is asking for.
